Of course they didn't recognize each other at first because many things change between the age of 10 and 14, but as you saw in the video, when Chenle was going to Korea he wondered if he was going to meet Jisung again and he literally ended up becoming his best friend without knowing they met before until they saw the photos from that festival. The reason why the members call them "soulmates" and "destined" isn't just because of that time but because their personalities are so different but fit each other perfectly.
