    In an interview where he paints a bleak and disturbing picture of the state of the economy, one of India’s foremost economists and the country’s former Chief Statistician has repeatedly said that we can identify the problems that are retarding growth but we don’t know how to tackle them. Worse, Prof. Pronab Sen says he is not sure the government has diagnosed the problems because it has not spoken about them and its silence can be variously interpreted. Consequently, Prof. Sen expects that India will miss the RBI target of 7.2% growth for this financial year and only come in somewhere around 6 - 6.5%. However, he points out, in real terms growth will actually be just 4% which, he adds, is at least 2.5% below the growth India needs to create jobs for its population. This means, Prof. Sen points out, we can boast of being the fastest growing big economy but it’s equally true that we are considerably falling short of the rate of growth we need (6.5% to 7%) to create sufficient jobs for our people which, in turn, will boost consumption and spending and create incentives for investment. In these circumstances, Prof. Sen said, Quarter 1 growth of 13.5% is clearly disappointing.

    I am tired of hearing the Bhakts ranting that there was no growth in India during the post-Independence era under Congress rule, that Jawaharlal Nehru is responsible for the economy being poor today and that Modi is the promised Messiah who is going to convert India into a Paradise on earth.
    When the British left India the country's GDP growth increase was less than 1%. It increased to 4% or more over the next few decades with the implementation of the Five-Year plans. If MODI had been in power then he would have been trumpeting this as a 400% increase. Borrowing from an artucle:
    "During Nehru’s three 5-year plans (1951-1965), India’s industrial sector would grow at 7,1 percent a year, the number of consumer-goods industries would increase by 70 percent, the production of intermediate goods would quadruple, and the output of capital goods would increase tenfold. India went from a situation where 90 percent of its industrial goods were imported, to halving that in 1960, and having only 9 percent of its goods come from abroad in 1974. This form of economic autonomy freed India from the industrialised countries and strengthened its position as a non-aligned country. Besides cutting ties when it came to imports, India also made sure it would not be dependent on a few industrialised nations for its export. Instead, India deliberately diversified its trade and made sure no particular region or bloc was left out or favoured. In 1947, 45 percent of India’s total trade was with the US and UK. By 1977, this would be reduced to only 20 percent, which was achieved by increasing trade with the socialist bloc and other non-aligned countries."|
    Modi talks big about Atmanirbhar but Nehru actually achieved it for India in his lifetime. Today the BJP and its cohorts criticize Nehru for his economic policies but in 1945 eight influential industrialists including JRD Tata and GD Birla, advocated that the (Indian) economy would not grow without government intervention and regulation. This was how the license raj came in because unlike the Monarch who rules today Nehru acted on expert advice instead of arriving at instant self-inspired decisions.
    The Bhakts who praise and extol China conveniently omit to mention that over 40 million died in China between the 1950s and 60s because of Chairman Mao's radical ruthless reforms whereas Nehru following democratic traditions and norms did not push through drastic economic agendas that would lead to large scale devastation and deaths,
    We did not have Instant Demonetisation, Instant nation-wide lockout, Instant Defective GST and the like during the Nehru era. The nation developed slowly but smoothly. Today whatever Modi and his gang are selling off were assets create by Nehru

    I used to strongly support formalization of economy. Only after demonstration and GST did I realise people in a poor country survive because of "self help". The other name for it is "informal economy". Most "survival jobs" are generated in it.
    Economy is extremely complex system than politicians and people realise. Nothing should be done in "one big mighty step". No one can visualize consequences.
    Government must however do everything to promote economic freedom of individuals. It includes reducing all tax rates.
    Don't do anything that protects government. It includes trying to protect every loophole that makes system complex for normal tax payer. Evaders always escape as they provide bribes to tax collectors.

    My practical situation :
    I run a MSME that dropped sales from 19Cr to 8Cr in Covid years. We made cumulative cash losses of 2.4Cr despite bringing down costs. We have 1.6Cr stuck with GST in tax credit.
    To infuse fresh funds we have no other options other than Equity from personal contacts.
    My suggestions :
    1) RBI should relax rules and permit Banks to lend money despite cash losses during Covid years.
    2) Central Government should seriously think of returning corporate tax paid by MSMEs during 3 years before Covid. It could be in the form of tax breaks (2X of tax paid) on future profits- if not direct cash transfer.
    3) Central Government can give a 25% interest subsidy to Banks on loans to MSMEs doing sales below $3Mn
    4) Simplify GST- (a) Make refunds automatic, (b) stop penalizing buyer for tax evasion by seller, (c) eliminate ITC04 process
    My solutions will solve problems of atleast "otherwise" viable units.

    Indeed Mr.Modi & his team is clueless, not only in economic front but in each and every front, you name it.The most horrific thing is that this duo ( Modi & Shah) led government is directionless due to no effort, no in depth analysis,even this government does not have any information about the ground reality.It's not that this government failed in spite of hectic effort.This government did not take any action during the pandemic, though there were ample caution notes from various platform in reg.to Oxygen supply.Another classic example, during Mr.Modi's recent visit to Germany & other countries, he told India 'll feed the world, we 'll export wheat from India.And within a span of a few days there is U turn, India banned wheat export.Recall the Covid vaccine export incident to Bangladesh.
    The callous government resemblance of a more callous leader.

      That is the crux bro. After Lehmann Brothers disaster BJP had a in- house assessment on how India withstood the Shockwave better than many countries & three major conclusions were 1) The small savings schemes like NSC IVP, KVP etc helped people to either encash at a discount or raise loans against them. 2) Traditional adherence to the practice of gifting gold, in whatever small quantity, during special occasions came to the rescue. & 3) The cash money(black if you like to call it) came out of the closet when official money was in short supply & went back into the same closets when official money shortage eased out. Thus black money was one of the major factors. Today's NSA Ajith Doval was a major member of this meeting. Now when money is in short supply to the common citizens 1% of elite group holds 73% of wealth. Informal sector thrives on cash flow. Too much of digital money, digital transfers, insistence on accounted transactions are strangulation the informa job market. Unplanned Demonetisation & digitalization at the same time hit tge informal sector like a double barrel shotgun. No surprise remedies in sight. MSME & informal sector when choked will dry up jobs in turn cash flow will be sluggish.

      @@KiranKumar-mq6hv you are very right. Actually the small sector was already in bad shape before the pandemic. The wages offered were also down then. There was labour distress.one of major reason for the mass migration during the pandemic. As labour saw no hope. Pandemic only aggravated a bad situation to worse.
      You rightly said about demonitisation n digitization done to please n impress the middle class has hit the poorest the hardest. In turn we lost a huge consumption base. Leading to growth rates not enough for a sustainable economy.

When positives outbeat the negatives. When the micro markets are gasping for air it is bcos the oxygen of liquid funds are drying up. You are right sir the jobs are drying up, incomes are shrinking, prices are zooming up & we have religious tensions creating apprehensions of the investors. It may hurt but surgeries are needed, very soon....

    From the Data published in the most recent Ministry of Statistics for year 2021-22, the PER CAPITA GDP is a mere U$ 1980 for India and the INCOME is a lowly 56% of the GDP. From the Chief Statistician today I understand the REAL Growth of GDP for the 2022-23 will be mere 4% more!! This is pathetic when we want to rejoice over the gross GDP surpassing Great Britain with a mere 80 million people! Please remember the humongous Population of India is 1400 millions growing up 14 million every year! Modi Raj is failing India every minute of every day! But, People are fed with their IT Cell LIES and Propaganda as the "Fastest Growing Economy Beating Great Britain!" What a shame!!! :+((((

      @Salil I know a little bit of Ancient India & of around 1000 AD to 2000, the Politics & Culture:
      Like the invading armies of Mauryas, Guptas, Rajputs in the North (who invaded and occupied foreign lands in the North & West of current India) and the Cheras, Cholas and Pandyas in the South (who invaded lands of Burma, Malakka, Vietnam etc), Naval armies of the Europe also invaded India. Portugese, French and British came to India to do business during Emperor Aurangazeb's TIME when the land was full of riches (it had commanded a full 25% of world GDP, historians record). These Europeans also fought among themselves to compete in talking over the land by their Military Adventurism.
      Slowly, East India Company of Britain took charge of the land, as the Indians were WEAK and DIVIDED among themselves, and can be easily wooed to be subdued by police and military force. As most Indians believed that their subjugation by the British for 200 years was DIVINE RETRIBUTION for the sins committed some time back in their lives!!!
      The rest is history. NOW, in Independent India, the economic growth is very dismally slow and the broken memory of Indians is terrible. Even today, instead of lamenting over the internal quarrel and weak and meek behavior of Indians in the past, they cry and sob and say "British came from a distant island nation and looted us for 200 years!" And, its EAM claims British took $43 Trillion worth of riches of India! Or Indians were so weak that they could not protect their wealth by their muscle and intellectual power. The Winner of a War always takes home the riches from ancient times till today! That was true for a Winning Chola or to the Nordic Armies who conquered Northern Europe!
      The world laughs and says "Indians were so pathetically weak minded and physically incompetent to win a battle. So, invading forces took over them and ruled them for 2 centuries! Finally, whose fault is it? THINK!!

    28:30 At the onset of first wave of pandemic, during abruptly announced lock down, most labourers and contractual employees were forced out of jobs, shelters without paying their wages and all those were forced to walk back to their villages because they didn't have work, food and shelter. Why would they go back to cities if they can manage to get some earnings at village levels?

      @@historian2 thanks for sharing. The way Mr Thapar asks questions, I thought he was a political science major. I mean look at the way he completes sentences of guests which are going against the government, but doesn’t complete the statement when the guest says something neutral or positive about the government policies. This is not just for this guest but across all his interviews.

    No Data Available (NDA) is integral to Jumla Economics. Unorganised sector has been brutalised in the way of private sector. Taking over England in the GDP means that 2400 USD per capita in India is equal to 47,000 USD per capita in England. More private sector implies more unemployment. Jumla economics worst at its rhetoric.

    There is always a way to defeat self inflicted economic injuries and it is the oldest one in the book, its called rob Peter to pat Paul...use tax collected from Middle class (.its Tax deducted at source and you don't have to explain anything back to them on how its spent and what benefit they gain by paying taxes) to bankroll subsidies for the poor and loan waver for the wealthy. Divert bulk of tax collected from Southern states to run bimaru states up North(Just tell down south its one nation and someone has to foot the bill to run it)...So you see there are always options !

    Solution : In order to boost the entrepreneurial animal spirits in MSME sector. The following needs to be done :
    I] Incentives to the IT Services Sector to move to bottom 20 among the top 10 city's of India. Why, IT folks have disposable cash, therefore it will result in the growth of the following MSME sectors a] construction b] retail c] travel d] transport e] tourism.
    II] Incentives to the MSME sector who start new ventures.

    They are doing only thing that squeezing money from the people who are afford or not. The unemployment is to be brutal and fatal to the econmy in coming months and years, with the price rising due to heavy taxation methods.
    Government not having any discipline to controll their expenditure
    Lot of luxuries making wastage of funds for unnessesary things
    This will be lead to total financial anarchy in the country in near future

    Hello Karan, Your interviews are very insightful. But instead of interviewing a person, can you moderate a panel discussion with couple of "Chowkidar" economists and couple of economists who talk sense. The same could be done with foreign affairs/military strategists on topics like China.

      Its not as simple. The buying price of items is not true price. A lot of easte is generated which is pushed in other places. EU can be rich and better managed. But it pushes its waste just like all others into underdeveloped places. In India, Gujarat, Maharashtra and some South states will continue prosperity by pushing the waste into UP, Bihar, etc.
      Decentralization does not necessarily change this setting. Both centralization or decentralization have their advantages. The main thing we can learn from better Empires is checks and balances. Whatever the strategy, if there are checks in place, then things get better.

    The economic problems have many ways to solve. India with heavy polulation density with multiple cultures requires individual solutions earmarked to that region. The problem with one nation one solution is outbound. The story of friendship between 🐸 frog and rat 🐁 story ends with disastrous. We have to have a republic to as Europian Union to apply different approach to problems. Many of the developed countries are smaller than any states in India. Better humanity is superior than super power angry.

      But it's not accessible to most of India and continues to remain for selected elite. It needs to be made more accessible by alternative approaches of language and focused content. Else this is just an intellectual exercise. May be being a sponsor you can put the word to their ears. Not abandon these productions, but create parallels that are more lucid to deliver the main point/outcome, short and be accessible by language (Hindi)!

    Solution : Reduce the tax burden : indirect and direct tax, people will have cash at their disposal, which will lead to demand, growth and investment. For the income group India falls under, out Tax Collection to GDP ratio is one of the best in the world BUT a] government's the world over are the worst when it comes to optimal utilisation of capital b] no causal relationship exists between tax collection and growth, the way a causal relationship exists between investment and growth.
    Therefore, the government needs to reduce the indirect tax rates and the direct tax rates.

    1)I respect all religions and there's a question into my mind, nowadays before or after election mostly only the children of the poors, farmers, daily wages labourers, small job worker, small vendors, self employed, unemployed belong from mostly (SC, ST, OBC) get involved in every riots & killed by each other community but not the one who gives hate speeches or their children, only poor Die and also they don't care anyone?🤔

    Informal credit system means encouraging hard cash transactions with out getting in to formal economy otherwise allowing generation of black money,pronab Sen identity it is for slow growth but he has no solution and neither government too.

He is more comfortable playing to the gallery than in addressing our economic woes.     The patient is in a critical condition and on a hospital bed but we don't know what's the body temperature, blood pressure, oxygen level in the blood, blood sugar level... how on earth a doctor will do a diagnosis let alone prescribe a treatment towards recovery. We seem to be living on a wing and a prayer. It however doesn't stop us from boasting and comparing ourselves to Britain which has a standard of living most of us cannot even dream of.

    Fantastic interview full of important takeaways.
    A brilliant mind laid bare on the right queries.
    The begining to a recovery is to identify and admit we have a problem, and diagnose it, the Govt is silent on this and as mentioned communicates only in its yearly economic survey. The MSMEs have been starved of growth inputs be it credit (formal or informal), labour (reverse migration from urban to rural), the Govt has focused big time on infrastructure and organised manufacturing, the PLI schemes and organised credit have squeezed the credit flowing into the unorganised sector, Rural employment under NREGA has increased, unemployment in a steadyjob has decreased, thanks to demonetisation the confidence in the paper currency has taken a beating, increased fuel costs have broken the backbone of transport & logistics sector, the transport sector has been knocked out, and unemployment is bubling under the eerie calm.
    With national elections around the corner, the Govt would opt to keep this under wraps, no diagnosis for now, continue to hope that the pvt capex in organised sector will kickstart and trickle down to the MSME..but this is unlikely to happen, the numbers are disturbing, they don't portray the real pain, not is their a solution, India has a big problem.
    This is another instance where the stock markets don't give the true picture of Bharat, the benefits that organised sector have got needs to start showing results..or else it means nothing, no point chest thumping that we are the 5 th largest economy with a 2200 percapita GDP Vs UKs 44000percapita.
    The bridge between urban and rural connects were MSMEs and that's broken.
