No, you get it for free from campfire the thing under what in game weather it is look for ambassador meet up sign up then check in during the event time for a code for webstore then get for free.

It depends how your area is. If there’s not a lot of gyms and stops it wouldn’t be a bad idea it’s only a dollar and give you more encounters and items. If you live in a more populated area you can check the Niantic campfire app and find a meetup hosted by an ambassador. If you check in at that meetup you’ll get the comm day ticket for free
