Season with salt and pepper. On the stove, heat up your dutch oven on medium-high heat and sear the beef in olive oil until all sides are browned and remove from the pan. Add onions, carrots, celery and garlic. Sauté until tender. Add in the flour and stir. Deglaze the pan with the red wine, stir so all of the bits loosen up. Add the beef broth, tomato paste, rosemary, bay leaves and oregano and bring to a simmer. Add the beef back in, making sure the liquid just covers. Cover with the lid, and place in the oven for 3 - 3 1 ⁄ 2 hours. Give a stir halfway through. When done, remove rosemary stems and bay leaves.
