You could probably mod todoroki to have endeavor's quirk set and use AFO's special action to switch between ice and fire, Just a thought.
Interesting I was thinking maybe more phosphor for the quirk set, he turns it on and the skills change properties, but this could also work for technical. You choose the best for the situation, kind of like afo. I saw one comment say it but if afo steals this set he gonna be a menace and feel more anime accurate loll

Afo will quite not be broken in order to change these abilities it would be the special action and last I check afo cannot use a special action because that is to steal quirks even while using a different quirk thats if it is the special action to switch🤔
It would be cool if they reworked Todo's special action to be some sort of switch between ice and fire

I hope his special action gets reworked but its so useless. Like i never use except for killing down people and even then it doesn barely anything
It’s really more of a stage hazard deterrent than an outright damage tool
I only use it like random becs it like makes nothing
I doubt it would happen seeing as how they never touched special actions before with previous quirk set characters but Todoroki should have Phosphor as his new special action, if not that then as his Gamma. Activating it will change his move set. Maybe for his base moves he’ll have Flashfreeze Heatwave and Jet Kindling, then activating Phosphor will switch them to Coldflame’s Pale Blade and Great Glacial Aegir (I think this one could have an AOE effect that freezes everyone nearby)
