Ritchey St, McFadden Ave, Lyon St railroad crossing and the construction workout to construct the grade separation to go over or under the railroad crossing.

I've noticed from Chestnut Ave to Ritchey Street which are 5 crossings total, is not a Quiet Zone even though it is still Santa Ana . The rest of Santa Ana is a QZ in fact all of Orange County and almost all of San Diego county minus these 5 crossings are a QZ. They even upgraded the crossings here to prepare for a QZ. I wonder what happened?

Most likely because it's a busier area...
