i main bard and have played with passive bards and its not fun. A bard imo needs to hit as many qs as possible kinda like ez to be performing. Those stuns matter so much especially because you can cripple potentially 2/5 of the enemy team is big.

You're not valuing AH enough on Ezreal. It's just that broken on Ezreal for potential DPS.
I remember doing tests on practice dummies in S13 with Serylda vs Lord Dominiks DPS with Essence + Manamune + Navori builds
Even on health tanky units with 2x health for the full effect of the Giant Slayer passive, the DPS increase from Serylda's AH component is so significant for Ezreal's Kit that it actually does comparable damage to Lord Dominiks even to the tanky units only being beaten by a small margin of around 4% due to the crit component and Navori's ability crit % amplicification. And of course it does much more against squishy targets (around 20%)
Not too sure what the dmg differences are now since Giant Slayer's passive got nerfed on Lord Dominiks and the Armor Pen % got changed for Serylda since it has some Lethality factor but I'm fairly confident the 15 AH on Serylda still goes a long way for Ezreal's DPS
