What I think Stolen-valor Sparry is up to is trying to con the RF into thinking he's turned over a 'new leaf" so they'll invite him back, but he's going to demand that they accept Megdusa back as part of the deal so they can work their half-in, half-out con game they've always wanted to run. Megdusa has sent him out not just to rehabilitate his reputation, but to use that "rehabilitation" as her gateway back (she's NOTHING without her connections to the RF and is failing miserably at the moment as a so-called "self-made woman")
BOTTOM-LINE: Hank is every bit as evil and vicious as his trollop (both of them parasitic cancers the RF is so much better off without!).
