There are two forms of federal government.
1.federal form with residuary powers vested in the centre
2.federal form with residuary powers vested in the provinces.
After 18th amendment, concurrent list abolished.
In real sense,we applied federal system with residuary powers vested in the provinces.
Jinnah in Delhi Proposals (1927), 14 points (1929) demanded that federal system in which powers vested in the provinces.....
Unfortunately,we came to this through 18th amendment.
