The doctor is regarded as the best war strategist before he killed Theresa and get sarcophagus'd. He knows how to make the right sacrifices for maximised outcome.
Plan A : become a kind & wise leader
Plan B : become a cold-hearted tyrant that use his ally as pawn for greater power
Plot twist: Doctor Amnesia was actually part of a bigger plan by him and Theressa and Kal'tsit doesn't know but had suspicions about it.
I have a theory that we're actually the future doctor replaying simulated memories to train our ops to fight against a future threat
And that's why we could bring opposing ops at the time to fight themselves

Unironically, some dude mentioned that the Doctor getting an amnesia is actually a part of his plan based on the Lone trail event but im not sure if this is true tho
What if he was aware of the monster he has become. Being the Ultimate in strategy and tactics he devised a way to defeat himself with the help of Theresa. Theresa knew she needed to give her power to Amiya. She convinced the doctor this was the best *chess* move to make. The doctor agreed after making Theresa agree to wipe his memory thus also defeating himself. I think as doctor was killing Theresa before her final breathe she wiped his slate clean while keeping all his intellect and commanding prowess intact. Thus Amiya gains the power and the Evil spirit of Babel is also dead.

I imagine the official ending to Arknights will be the Doctor having all their memories returned in a last ditch effort to accomplish bringing the world a sliver of peace. Be it as an ally of Terra or an enemy. We the doctor learn that lives are not expendable and strive to save all we can. Old doctor did what was necessary for victory no matter the cost. I feel both personalities will combone in the end leading to why I belirve this will happen. The sacrifice being themselves.
