Yes you can do both. If you travel by land from Manila to Maslog you can take a bus and drop at Dolores E. Samar and ride again with a boat going to the Municipality of Maslog or from airport take a flight to Borongan and go to Dolores doin the same process.

From Manila you go straight to Borongan City that's only 1.5 hours by plane. Then from Airport you go to Dolores E. Samar for about 2 hrs and from there another 2 hrs to Maslog thru Banca or motorboat
There are many Maslog place in the Philippines, you have to be precise of the exact location,The one in this video is a Municipality of Eastern Samar. What Maslog you are referring exactly to?
The intention to build the road is good but the quality is poor, no foresight, substandard, and "ok na yan attitude". There is an opportunity to build the road in standard width and size but the decision makers and designers decided to stick to the usual narrow, single lane type. When the time comes to widen the road in the future, the government will spend more money to cover the increase in material & labour prices due to inflation as well as the payment to land owners who will demand higher prices for land acquisition. In other words, this road is a half "baked potato" project
