This probably might be the final part of Lindao's Times Square Ball Drop fails series, but the right hand clock not moving is not a fail. They sometimes just leave the clock on 12:00AM during the ball drop. And a fail for 2012 was that the Toshiba clock billboard was 1 second late.

The 2016 and 2020 clocks are not late it’s because those are leap years and they have only extra one second.
