You only need one original and 6 5 replicas will be fine. You have to do that only once and you can find the rest as ground loot. I do remember one having a guaranteed spawn in the waterways

Try your luck by doing the HVT contracts. HVTs mostly drop a key when downed.

I find the regular masks all over the place but the original has eluded me for months. I completely forgot the supply bag had masks in them, i just knew it was a farming spot for fat cash.
