Different fences come with certain pre-built house templates, so if you want one of those, you need to buy that template and then delete the rooms and build your own design on top. But note that on the island, most houses will only be able to have the one kind of island fence.

Will Zeogar I made a one storie one and it cost about 300k. It really depends on the flooring, patio, wallpapers and furniture you use. The building itself costs very little!

You need at least 1 sim at level 6 in the cooking hobby and reset collection and have a bunch of sims cooking to recomplete the collection to earn LP

I think you get only 1 of those to begin with, then once you complete the hobbies for the first time, you'll be able to buy 2 more.
