To them the POV is different and could easily be an attempt to gain attention from the police officer. From the bike you see the full wave also, but the cop is necessarily watching the biker as he is paying attention to other things aswell. So he might only see some of the motion which could be you showing your upset or flagging them down.

They where all on other side of lot finishing up eating when I decided to be an idiot. Sherif said I guess you know why I’m here. My response- I just won the dumbass of the year award and your here to present the award. Made them all laugh enough to not get a ticket.
The first video of the guy getting pulled over cause he waved to the cop happened to me also. But mine was a motorcycle cop and the guy was a complete jerk. Trying to find something wrong with my motorcycle and so when I took off my helmet and started to look him in the eye he softened up and let me go without a ticket. I never wave any longer as some cops have issues.
