He went for the simple pattern making technique here. But it would be better if you add ease allowance according to the respective person for whom you're making it for. Here you might be able to notice that there's no difference between front and back pieces of the shorts. Just use these measurements as reference and modify it for betterment 😊
Because we only draft one part of the whole garments size (1/4th of the whole circumference). Because we mostly cut it on fold ( 2 big pieces) or open cut (4 pieces in which you might join them all together to form the whole garment). But this formula might differ according to the various styles and patterns.

Here he has used 12" as he will fold down the waist belt within the crotch area. So it would be around 11" or 10.5" depending on the amount of fabric you are about to fold down. If you're gonna attach separate piece for the crotch. You can use just 10" or 11" (they might be comfortable rather than 14" as its too low for a person whose waist is 32)
