Apparently the N is reachable and it acts like a mission marker. It's just so so far away that the 3d models will start to glitch out if you try to get there.

The map does have Borders,but u didn't notice it,try to go out the map with plane or boats for around 10-30 minutes or more then came back to the city,i guarantee it won't take more than 30 minute
If you reach a certian point, the map starts breaking. I mean like gang territories appearing in random places, random places having no peds at all and other crazy stuff.
The world borders in GTA:SA have a sneaky trick. If you drive out in a straight line for an hour and turn around you'll notice that the map isn't an hour behind you. That's because the game's world border is constantly rubberbanding you. Thus making it look like your still traveling farther when in reality you're going nowhere.
There is a border that teleports you back. Thing is, if you manage to somehow cheat your way to the N you'd end up in a very buggy and messy looking sea. Like everything being corrupted and stuff

If u turn around a tank and start shooting to the sides it will start spinning and bounce, each bounce the tank goes higher but with the right angle it can go sideways travelling in insane speeds reaching the end of the map 👀😏
