not exactly any belt. you need to be in a -0.8 or lower for them to even spawn OR be in the pirate space of there faction. so for ex if you were hunting gurrista officers youd find them in belts of vale/gem/PB/trib/branch/tenal -0.8 or lower OR any belts in Venal because thats gurristas home territory. but either way the spawn of one is like 1/1000 so it just takes a lota belt clearing
@@magnumopus8695 every faction has their designated region when it comes to officer spawns. For Guristas that would be Venal, for Serpentis Fountain, ... If you look at zKillboard you can actually search for the officer and see what region they were on a killmail. The security of the system might increase the chances to find one, but I'm not sure on that one.

I've always wondered, can you randomly stumble upon an Officer spawn in a random belt or must you always grind for it ?

you really just have to guess the rigs, 90% of the fit is displayed onscreen. not that hard to remake
Dude it's a golem and Ishtar. Not very hard to figure out especially when the majority of the fit is already displayed.
