If you measured the correct thickness of the bush you wouldn’t need to use a file. That is very bad practise and not recommended. Using steel wool on the inside of the bush creates marks, this means you will need to burnish the inside of the bush. Again very bad practise. There is a reason why the part has been bent, by altering the width of the plate by have the bush protruding from the plate means you have changed its originality.
