Oh this mod is based on Airships: Conquer the Skies, a really fun game that I would love to see you guys play against eachother in. You can make ground ships, forts, airships, send little soldiers to board the enemy ship or tear them apart, etcetc.

I think you could use an airship to pick up your main reactors and wrap them in portals to shield them while filling the basement with your resources, tech and weapons. You could use a portal wall in the basement that is shielded and against a wall to minimize danger from being shot through as defense and flip them to fire out of while keeping your reactors safe inside of a box of portals, could add the airship reactors into the basement to keep it active while your main reactors are in the air, then just build disposable airships on the surface and detach them to launch.
ive actually played airships: conquer the skies mod and someone did that once, someone got a lucky shot and hit the little connections between portals which crippled his portals and then others came in and shot into the hole that was made, it wasnt the way you said it exactly cos the portals on the flying fort were connected to each other but it still shows this aint a fool-proof thing, and some versions of the mod limit how many airship reactors you can place which might not be enough to make that many portals

I mean ammo for the runways. He'd have one on his tank and Intern would make a comment about how he needed even more of an air force.
