Q. Discuss the evolution of public administration. Ans. The term Public Administration as a practice, is as old as the human civilization itself. But a systematic study of P.A. began in the 18th Century. Of course, official academic status to Public Administration did not come until the first taught in Prussia which it included all knowledge considered necessary for the management............ However P.A, as a separate discipline of study originated and developed in the USA. The Scientific management movement advocated by Taylor, the 19th century industrialisation, emergence of welfare states, governmental reforms etc have contributed much to the growth of P.A. But P.A. has passed through several phases of its growth & development which can be divided into six different periods Stage I: Politics-Administration Dichotomy (1887-1926) Stage II: Principles of Administration (1927-1937) Stage III: Era of Challenge (1938-1947) Stage IV: Crisis of Identity (1948-1970) Stage V: Public Policy Perspective (1971-1991) Stage Vl: Rowing to Steering (1991-continuing) Stage I: Politics-Administration Dichotomy (1887-1926): P.A. as a discipline was born in the USA. Woodrow Wilson, the father of public administration, in his Study of Administration, emphasized the need for separate study of public administration as a discipline. He argued that politics is concerned with policymaking while administration is concerned with the implementation of policy decisions. Goodnow, in his Politics and Administration, made a sharp conceptual distinction between two functions of government, that is, politics and Administration. In 1926, L.D. White published Introduction to the Study of Public Administration, the first textbook on public administration. With its publication, the subject picked up academic legitimacy. Stage II: Principles of Administration (1927-1937): the second stage deals with the principles of Administration. This stage began with the publication of W.F. Willoughby's Principles of Public Administration. This period saw the publication of a number of works like: (i) Henri Fayol's Industrial and General Management (1916). (ii) M.P. Follet's Creative Experience (1924). (iii) Mooney and Reiley's Onward Industry (1931). (iv) Gulick and Urwick's Papers on the Science of Administration (1937). (v) Mooney and Reiley's Principles of Organisation (1939). This stage in the evolution of public administration reached its zenith with the appearance of Gulick and Urwick's Papers on the Science of Administration (1937), in which they coined the word POSDCoRB to promote 7 principles of Administration. In short, this period may be said as a golden period in the history of public administration. Stage III: Era of Challenge (1938-1947): this period was indeed a most challenging time when different questions originated regarding administration. The period laid importance on human relations and informal functions of Administration. Barnard, in his Functions of Executive, discussed to brought issues: formal and informal functions of Administration. H. Simon wrote an article 'The Proverbs of Administration' in 1946 and consequently developed his book 'Administrative Behaviour' in which he criticized mechanistic principles of administration. The claim of P.A. as a science was challenged by Robert Dahl in his book 'The Science of Public Administration' and argue that the principles of administration was obstructed by some factors like value, human personalities which are not the factors in science. Stage IV: Crisis of Identity (1948-1970): This period my by be described as a period of crisis for P.A. This was a crisis of identity and many scholars tried to bring it under the mother science, i.e., Political Science. Many political scientist argued that true objective of teaching in PA was intellectual understanding of the executive. In short, this period witnessed the discipline as a fostering child of Political Science and not as separate identity. Of course, PA in search of an alternative arrangement in the form of Administrative Science. Stage V: Public Policy Perspective (1971-1991):P.A. could register progress during 70s. P.A. attracted scholars from various discipline and turned into a multi disciplinary subject in its nature. After the last part of 60s, the US scholars made the movement which was called the New Public Administration. It is focusing its attention more and more on the dynamics on the administration and management science Stage Vl: Rowing to Steering (1991-continuing): During this stage, PA has got tremendous publicity and discussion throughout the world. New shirts for new topics like market, competition, non government organisations, civil society and most importantly New Public Management have emerged. It entered into a new era of development and progress in the academic field. In conclusion, today a large number of university in India and abroad provide teaching of Public Administration separately or under different departments. It has become a very impressive discipline which is expanding day by day.
