Im from mexico city and i honestly can say they’re not trying to take you to jail, they don’t really care about graffiti unless its on federal property and their bosses cant let it slide. For us it’s usually a lot cheaper to get out of that shit, I’ve never give them more than 25 dollars thats like 500 pesos, if you’re American they know you got money so they try to scare the shit out of you. I have had literally 50 encounters with national guard, federal police, city police, tourist police, and civil protection over 4 years in mexico. i just got robbed yesterday as well, as long as they don't find where you live and steal everything thats ok, but they always want to find out where i live.
