He only has his stretching limbs ability, but he cannot breathe fire or teleport! He uses literally just one move the same way Blanka does to electrocute himself to harm opponent, when he attacks and thats it! He can't roll like Blanka does! Some of his moves inspired by grappling characters like Alex or Zangief as well! In other words he has a litle bits of everyone, but not exactly copy of them, like Twelve!
Like Hugo, Zangief, Mika, El Fuerte, Alex and Darun... Necro have the same fighting style, the professional wrestling, althrough he is mixed from Blanka and Dhalsin

I think it's because there are no big benefits from using it compared to the other versions.
