In the UK Public school is where very rich people send their kids, private school is where rich people send their kids , and state school is where everyone else goes 😉
In the early days of schools each school was associated with a particular institution (say a guild or a church, or a regiment) and only open to the children of members of that institution. Then some schools were established that were open to *any* child (whose parents could pay the fees); hence 'public'. And of course some of those schools are still around today. But the name stuck for any private school that wasn't affiliated to an institution.
