"I asked nations to join us in bringing people to justice who are evil, who don't respect the law, and this president responded. Recently Spain has arrested al-Qaida members and has shared information about those al-Qaida members. And that's incredibly helpful. And for that, Mr. President, the American people are very grateful."

"And in our meetings today, I assured the President that our nation would help Spain in any way possible to fight terror, and Mr. President, you've got that assurance."

    7. SOUNDBITE (Spanish) Spanish Prime Minister Jose Maria Aznar
"I said at the beginning of this press conference that the political cooperation between Spain and the United States is full on this issue. Can I just reiterate that, and also say that the cooperation between Spain and the United States is also full in regards to Spain's own terrorism problem. And I think that is the most important point to bear in mind. You ask about the extradition of the al-Qaida members in Spain. Can I just say that if and when the United States requests that extradition, we will study the issue. Can I also say that the United States is free to organize its own jurisdiction as it sees fit as a free and democratic country. Any action taken on the extradition issue will be taken with full respect of Spanish and United States law."

    STORYLINE:
The U-S and Spain pledged to keep cooperating in the war on terrorism on Wednesday, but left the future of 14 al-Qaida suspects being held by Spain unresolved.
In a news conference following an Oval Office meeting, President Bush praised Spain for arresting the al-Qaida suspects, and promised U-S support to help Spain fight terror within its borders.
For his part, Aznar promised more cooperation and intelligence sharing with the United States and said that Spain would offer military forces if necessary.
Aznar said Spain supports all U-S acts to track down and eliminate terrorism "wherever it may be worldwide."
But in response to a question about the extradition of the 14 al-Qaida members currently being held in Spain, Aznar said his government would consider the issue only "if and when the United States requests that extradition."
Thus far, Aznar's government has expressed opposition to such an extradition partly because it opposes Bush's call for military tribunals.
European nations, following policy written into the European Convention on Human Rights, routinely resist extradition for people facing the death penalty.
The United States, in order to gain extradition, normally grants assurances that people won't be executed.
The Bush administration has not formally requested the extradition of the suspects, who are allegedly linked to Osama bin Laden.
Several of those in custody are believed to have given the hijackers logistical support.
