I heard this in a review of the series regarding Eren and Reiner: Eren is an active character forced to be passive, while Reiner is a passive character forced to be active. This is reflected in in their Titan's too: Attack and Armor. Eren was a a sword forced to defend, Reiner was a shield forced to attack.

1)Even in our modern world, normal civilians have no access to a nuclear bunker, to say nothing of a WW1 esque-world. 2)Even if everyone in the world huddled in bunkers and not a single citizen died, Eren’s goal is to flatten THE WORLD. As seen in this very episode, that means destroying all plants, and animals, and since the Colossals had to swim to get places, he’ll boil all life close enough to the surface to fish. In other words, even if everyone was safe in a bunker, it’s arguably worse, since they’ll starve and dehydrate instead of instantly being crushed.
I still don’t believe it was predetermined, I believe that it’s because of the way Eren is that he can see no other future. He has to keep moving forward. If at any time he stopped moving towards that he would have seen a different future but he was so set in his ways he was unable to change like Reiner and Gabi. That is why Reiner and Gabi are the creator’s favorite characters. Because the creator himself said he had planned out the entire story but he changed as he grew up and struggled with what he had planned out and with how his views changed. Eren is representative of the planned out story that the creator could have changed but didn’t want to to stay true to his original idea.

Eren chose to destroy Marley it wasn’t predetermined. If it was predetermined he would be able to sit back and do nothing and it would still happen. Eren has to do things and manipulate the past in order for the rumbling to happen. It’s not predetermination if you have to takes steps to make it happen.

(shying away from the truth) moment 2 to Ramzi - It's more than that. I wanted this. (the naked truth) It maybe predetermined, if time is laid out flat all at once. In the end, choices of all people n elements in the world determine the destiny of the world. Eren was forced by the world's ways to initiate the rumbling. Deep down, he was able to do it because he wanted to do it as well, so much that he played a role in world shaping that worldview that resulted in that eventuality. Their nation was plundered by war, because of politicians, warmongers and people in power. Their freedom was stolen away - the Eren put it. and now they live a life of suffering and barely making it alive through winter. It's high injustice - the CRUELTY of the world. That's what Eren saw. That's what I see, looking at our world - There are so many Ramzi & Halil s. Seeing their plight, it's easy to see why Eren did what he did...coz I can see myself doing the same thing If I was in Eren's place. Wipe the slate clean, cause the world is too rotten for justified existence. But in the end, I guess - the Armin takes over me, cause maybe there is a way to solve the problem...

You know what really makes no sense, all these people have been aware of the Rumbling for however long so why didn’t they ever build underground bunkers? Were they so arrogant that they thought the Rumbling wouldn’t happen because they would kill “the devils” first?

We have billions people, it would be impossible to carve out the world to fit even half of our population. But in AoT world, with the population they have you could easily create big enough bunkers through the lands to house enough people to wait out the Rumbling and then repopulate.
takes a lot of resources and time to create them, especially with the level of development the world is at (based on marley); its easier and cheaper for them to prevent the rumbling instead of defending against it

Now bunkers that can survive anything besides nuclear are much more common. But the most likley thing to take us out besides nuclear is a karington event so it wont matter anyway.
I think it was majorly because of the vow renouncing war. They felt it was not going to happen majorly for that reason until Eren happened. That’s why everyone was panicking because they figured Eren figured out how to use the power of the founder without Royal Blood and do away with the vow.
