Similar skills like Pudge's Rot and Bloodseeker's Blood Mist are balanced by self-damage, reliant on barrier (Blood Mist) or another ability (Meat Shield) to lessen the downside, and have a small AoE. In Blood Mist's case, needing a Scepter in the first place. There's a serious imbalance with Festeration aside from a tiny mana cost, and I suppose WD being squishier than Pudge/Bloodseeker.
note that he put boots on first item not only cause hes weak, but also cause WD has low move speed to profit of the damage. And lets face it, hes survival is soo low late game that it balances itself
They can weaken early power of the skill with a tiniest extra on lvl 4 transforming hero into more Pos 3 rather than absolutely braindead lane dominator
