    You're just addressing whether loans can be qualified as "at risk" capital for E2 purposes. Does this imply, that you can get a commercial loan for amounts above the at-risk capital portion? e.g. if ia business costs $500K, but you invest $250K and borrow $250K from a bank. is that allowed?
