Your example uses $0.27 for the electricity rate which is very, very high. Our rate is $0.08 and we don't pay peak or demand charges so using our steam to drive our chiller is much more expensive than electricity. Not sure how much most people pay but electricity is far less expensive and electric chillers require less man hours to operate and maintain. Just an FYI...

My university utilizes a co-generation strategy where we get steam from boilers that are assisted by the excess heat of a gas turibine generator
