They were performing Circus during the Dome Tour in Japan. And part of the performance was that one of them stopped it and started to do something very random. Changbin did this, Han asked for a bathroom break, Lee Know rearranged the members on stage and so on. Each time it was something different. Those skits were really hilarious

During the skit, the other members have to stay frozen and the person who stopped the skit can do anything during that time and Binnie chose to take advantage of the moment to touch Hyunnie's lips as usual lol!
