I am new to SPC, but the ASQ training slides for Run Chart answers the question at 47:55. DO NOT USE control chart, use a RUN chart for Cpk. Why would a 30 yr expert be stumped on that? I am naive, but think that's a good answer.
Can you elaborate on your question about location? The reason why location comes after establishing the variability of the process, is that measures of location can't be established accurately with out knowledge of how much the process varies. This stems from statistical elements of SPC.
