It there a reaseon why the bassoons are not scrored under the clarinets?
Good question! We have to see the editor notes and check the original manuscript
I would risk to say the composer went to the similarities between horn and clarinet of a bright and full foreground sound
This was the French common procedure for scoring at the time, considering the horns as part of a woodwind quintet, hence displacing the bassoons further down the score.

@@LearnCompositionOnline Style, affect, orchestration... both great composers, if not, the question would not arise.
I would say Wagner sometimes used textures.similar to Berlioz chamber music like orchestration, f.i. in the flower maidens passage in Parsifal. The inverse never occurred.
