Können ja, ob man es darf ist die andere Frage. Als nicht lizensierte Person scheidet das schon mal aus, weil die Geräte keinen Stempel der BNetzA so wie kein CE Kennzeichen haben. Als lizensierter Funkamateure scheidet es auch aus weil die Geräte, wenn ich mich noch richtig erinnere ab Werk auf PMR Frequenzen programmiert sind. Es sei erwähnt das ich kein Anwalt bin und das nur meine laienhafte Einschätzung ist
Are you using a standard Baofeng or similar cable? A cable for like an anytone would not work, as they dont have a serial to usb converter in them. Second guess would be if it has the right driver installed. Also check if you really plugged the cable in all the Way. Best of Luck.
I am not a lawyer but as licensed HAM youre also allowed to build Radios that dont have a CE marking as awell as use said Radios, so I think legally speaking it should be ok.

Since it has no CE marking I believe that it shouldn't be used in Europe at all.
