Every website or from youtube i saw, they usually heat again the chocolate to 32c after it cooled down to 27c. Bu he doesnt, after it cooled down to 32c he decorated right away, why is that?

I might be late but you could use a large cookie sheet pan (if you had one) or you could just do it in a separate bowl with a bigger spatula.
