Would be reasonable to suggest that these two cities were judged & destroyed due to the state of utter depravity the inhabitants had fallen to? The total lack of regard for others being demonstrated in multiple ways … one of which was their lack of hospitality or charity. They were probably living in a very similar way to the pre-flood population ( especially knowing that these visitors were angels - that adds another dimension )
