I'm pretty sure that you are supposed to write something on that green piece of paper and then attach it to the string coming from the under side of the frog. It gets the bell to ring better and the paper should release whatever intention you wrote on the paper... like Tibetan prayer flags. May I suggest that you write on your piece of paper "end racism" and then tie that to your wind chime.

Not sure whether you're just joking around or being serious. But if it's the latter one, you might have some hearing loss. My assumption is noise notch hearing loss which typically affect the high frequencies (high pitch sound like the wind chime). Anyways, it's better to make appointment with any audiologist or ENT physician for confirmation.
