In the case of the latter, a careful study is required focusing to determining the changes and the impact has to be measured as cost, quantity and impact of time. Tough question. To manage documents, I will recommend Bentley's Project wise or Share point by Microsoft. With a little effort, owncloud (owncloud.org) can be used. Owncloud requires investment in infrastructure. Now sharepoint hosted by Microsoft is not too costly.

However, I would bring to your notice in the GCC section, Point No. 47 (in the 43rd minute of the lecture), under the topic 'Escalation', the Employer has mentioned in the document that due to the fluctuation in increase of the various items (not undert control of contractor), he 'WILL NOT' be liable to pay any extra money to the Contractor and that the rate of the tender quoted would remain firm throughout the tenure. But I think you said that the employer would be paying for those extra payments. Kindly correct me if I am wrong. Also, if that is the case, can an Employer do that in cases where the escalation is not in Contractor's hand? Thankyou

Actually I am basically an Electrical Engineer residing in Qatar actively seeking employment, where the majority of works are related to Client, Consultants, Contractors and sub-contractors. And in such a world, to know about contract and tender is very important as it is the thriving industry here which is why I am trying to gain knowledge in the same. I prepare notes as you speak which is why I noted that difference. And yes, the escalation factor reason is true. But here in Gulf, the rules and regulations are very different but I hope that essence of the Contracts/ tenders should be the same. Do your lectures have basics of BOQs? It would be a great help. Dear Abisha, It is a year since you commented. I seem to have missed out for some reason. Thank you for pointing this point out. Typically, this goes as per agreement in the tender. Sometimes, when things are really not in the control of the contractor, the difference may be paid (or discount could be asked from the contractor also!!!). As an example, GST implementation could mean that 3% increase of price may have been witnessed. Now, this is not the fault of the contractor. This would thus need to be seen based on the agreement signed earlier. Typically a threshold will be fixed, eg) Cost of US Dollar breaching or going below a value. When this threshold is crossed, negotiations start (provided it is agreed upon in the contrast.. Trust it helps someone. Trust by this time, you might have experienced the same. Best Wishe, JSP

Yes for most of the important works, it has to be so, however, you can take small jobs till you meet the pre-qualification criteria and take up bigger jobs.
Hi Kunal, When the project is of short duration, then it is expected that the contractor accounts for any potential price rise. On the other hand, if the project is having a long duration, the terms of the contract will clearly indicate the factors (Price of Crude oil, USD) and the like which will be the benchmark deciding if a price re-negotiation is required. When they take our security deposit due they return our EMD back or when they will give your EMD back.
EMD will be returned to all unsuccessful bidders. Based on the terms of the tender, the EMD can be converted to be part of the security deposit.
