Follow the steps below to fix Steam error missing file privileges:
1. Open Steam as an administrator on your PC.
2. Open the Steam settings by selecting Steam in the top menu then selecting Settings.
3. Select Storage in the left menu of the Steam settings.
4. Select the 3 dots just above Size on Disk and then select Repair library.
5. Select Downloads in the left menu of the Steam settings.
6. Select Clear Cache.
7. Open Steam and then select Library in the top menu.
8. Right click the game that is not launching and select Properties.
9. Then select Installed files in the left menu the properties.
10. Choose Verify integrity of game files.

yea i had the problem nothing worked so i did uninstall to try and redownload but now even when trying to reinstall the game i'm with hit missing file privileges. is there anything else i can do

I appreciate the tutorial and trying to help with this. Unfortunately, I'm unable to Install/Download the game in the first place as a result of this error, so things are still stuck as presumably there's no files in the cache to clear, and no local files to verify the integrity of.

I'm beyond frustrated. I tried all of these fixes plus even more for weeks. I ran steam as an administrator, repaired my library, cleared the download cache, and verified the file integrity. I even went so far as to completely uninstall steam and all of my games, only for the same games I was having trouble with to continue not working. But the instant I find your video, running it in administrator mode for the 9th time somehow fixed the problem. I don't know why, and I don't know how. I am confused beyond belief and I will be spending a lot more time in the gym to vent this frustration.

Sometimes the antivirus program could be the case. Happened to me when downloading Assetto Corsa. This error popped up and then i found out that AVG has moved a file to "quarantine", so Steam couldn't access it.

None of these worked for me. I did all of these multiple times, but my game (Planet Coaster is the one doing this) still has the "Missing file privileges" error. I even tried deleting the files themselves, not just uninstalling the game from Steam. But that didn't work either.

Starting getting the missing file privileges about a year ago and just been using the run as administrator trick but ive been getting back in to dayz and it doesn't like when its running as admin so every time i want to install mods for a server i have to close it out and run as admin to install but game wont run in admin mode so i have to reclose steam and run it in non admin mode to play. Thats the only game im having trouble with tho thankfully. Thanks for the vid! Had no idea about the library repair, feels like my games are running a bit smoother now... Could be placebo but oh well. 🖤🖤🖤🖤

Run steam as administrator solved the issue for me. I was trying to install my game to a completely different disk than usual and it wouldn't let me.

Dude you forgot the most important tip. Restart your computer and try again. Im not even joking, thats what worked for me, after trying all the tips you listed aside from reinstalling.

nothing helped :(. Just bought AOE 4 today and first it said disk write error. Than i did verify game, clear cache, restart and all of a sudden it says missing file privileges

Hey it works! I just repaired library, restart the computer, and run steam as administrator. Thank you, this is far better than the reply from Customer Support.
Also I'd like to add remainder for everyone:
The first time I tried to fix the library, I forgot that I have two separate library on two different drive so I fixed one which is my old drive and that obviously didn't fix the issue on new drive.
So make sure to select repair for all your library folder!
