      Hi Aziz, thanks for watching! Regarding the Project Home Folder, this may be set using the Project Core Tab (i.e. the backstage) -> Project -> Current Settings. A user can set this to be unique for each project or to default to an organizations shared network drive. We hope this helps!

    I am very new to GIS. Can I learn it freely or I have to enroll for training to be able to make entry level maps and webapps?

      Training helps but you can learn to make basic maps with a bit of hard work.
      QGIS is a free software you can use. It lacks certain features but you can definitely make a simple map with it. You probably want some training or a book (or perhaps you just need to read the manual online) in order to get more advance features to work.
      For ArcGIS there are tutorials from ESRI
