Training helps but you can learn to make basic maps with a bit of hard work. QGIS is a free software you can use. It lacks certain features but you can definitely make a simple map with it. You probably want some training or a book (or perhaps you just need to read the manual online) in order to get more advance features to work. For ArcGIS there are tutorials from ESRI

I am very new to GIS. Can I learn it freely or I have to enroll for training to be able to make entry level maps and webapps?
