In sports, Rookie cards must be available in pack form and available at least nationally as well as the Base card and not a Chase/Insert card. So for the Jordan Star cards, which were I believe only in team set form and only in the local cities, they are called "Pre-Rookies" or "XRC" because they are older than his true Rookie Card and were not widely available in pack form.
If they are anything other than the Base card from the first year, they are technically considered Rookie Year cards. That covers box sets, chase cards, all-star, team, record breaker etc; i.e. anything other than their solo base card from packs. So that Wolverine Hologram you are talking about wouldn't technically be a Rookie Card but a Rookie Year card because it is a Chase card. But for Wolverine if you were to follow the Sports rookie card rule, I believe one or more of the 1987 Comic Images cards would technically be his Rookie Card as iirc they were widely available in pack form. Terrabusi although older is not only a sticker and not a card (some collectors don't consider those, that's a whole other convo) but I believe were not widely available so they might fall under the "Pre-Rookie" convo.
Kind of like the Wolverine comics. Hulk #181 is usually called Wolverine's first appearance, but he was actually in Hulk #180.
