OK, I replayed this several times, frame by frame, at the lowest playspeed.
That crosshair is CLEARLY way off from the scout's head, and even the scout himself...
At the moment of the "headshot", the crosshair is pointing at the yellow-black striped line above the control point.

Jang E kind of, lets say I rocket jump and I want to shoot someone. I have to aim at them which messes up which way I’m going. So people flick then continue to strafe. Some people are gods and can strafe while tracking

Projectiles take more time to travel, so u predict where the enemy will go based on where they r right now and what u r doing. Think it's just natural instinct to flick to where they will go
