I'd say 15 and only if you had to tempo with Hec 2, the AD is extremely valuable on Hecarim since he scales so hard however at 15 charms he will no longer be the main carry so other units such as Kalista 2 or Xerath 2 with items can benefit from the true damage. Also depends on enemy matchup if they have a lot of armor and base AD isn't cutting it
