its not that hes being frugal- his wife originally only gave him a budget of 20,000 Won (~$18-19) and he was telling her how food prices werent cheap and estimated how much it would be before he left the house...so thats why she added another 10,000 won in there, but it wasn't going to be enough to buy all the items she wrote down int eh first place, so he was trying to make it work with what money she gave him
