Lobster can actually swim very well. They don't only craw across the ocean floor to get around. They swim backwards, using their tail like a paddle to pull them along.
Here in PEI they tracked lobsters moving from the south side, Northumberland Straight, to the North side, Gulf Of Saint Lawrence many times. From Saint Martins to Maine is a long trip for those short legs.

So there is a lot of money to develop ways to keep the industry both sustainable and profitable. I'm sure the nice lady will have been working in partnership with one or more universities on this project

I’m from further east in New Brunswick Canada (Moncton). St. Martin’s is about half way across the province. I’m so excited you found this lobster. It’s fun to see the migration from here to there!
I did this job with freshwater fish in Australia. Loved it. The fisherman got such a tickle out of finding out how it worked. We'd send a certificate with details on it. Often they'd want to put the fish back even if it was in size if it was still alive by the time they called us. Some bigger fish also had radio tags. We had fishways along the river that would allow native fish to pass, but not introduced carp. I also got to go on a trip where they were tagged. Best job I ever had.

They started putting it back and monitored fish stocks to see if it worked, which it did.
