You are playing csgo in full screen windowed mode instead of full screen mode. If you play full-screen mode(in the video settings) you gain fps and csgo doesn't lag
try increasing the resolution to check if it is cpu bottleneck if it stays on 100 even after that means check ur idle cpu usage, if its high try to fix it or dm me i will help u in team viewer, (i am indian and team viewer is my playground XD)
I have an old XPS 8700 i7 4790 3.6GHz, 8Gb RAM and just installed a GTX 1050 ti 4GB two weeks ago. It works fine at high resolution (16:10 1920x1200). Only once I experienced some lag and a drop in the GPU usage (CPU usage around 40%) in the middle of the game, tried to figure out why, but as rondon as it came, it disappeared, don't know if one of the CPU threads was at 100%, but I didn't have this problem again.
