Lucrecia + Jisoo is whats causing the enemy team to become slow. You should try , A Regina + Jisoo, + Lucrecia to just straight up stop the other team from moving lol.

you still get effect by it even with out using CDR gear lol . CDR gear doesn't instant cut skill CD it increase the CD counting speed ( which work like the drop cost recover ) so if your CDR goes bellow 0% it will increase your skill CD up instead of reduce . so lol
