I think it’s more that sans is apathetic towards what happens to the underground since he knows about the player’s ability to reset. He recognises that even if he were to defeat you, you would just keep coming back until you finally kill him. He believes its better to let you finish your journey in hopes that you will reset and papyrus will return. I think the only reason he fights you in the genocide route is because he’s aware that a true reset will be impossible after the run due to Chara taking frisks soul
Sans really takes his promises seriously. He won't even harm someone who mercilessly killed his brother all because of a promise he made to Toriel.
