Jinhu is at outdoor the whole daytime, and he'll return to dormitory for rest and sleep, which is time nanny has time to interact with him. During the daytime, Jinhu plays in the outside arena, and nanny has tons of work to do like cleaning the dormitory, preparing the food, cutting the bamboo. When you said nanny rebuking Jinhu, it is instead nanny asking Jinhhu go to play and eat bamboo outdoor.
It's better to know more about their routine. They do spend much time outside in the playground, where they have toys to play with and food to eat. Moreover, pandas have their territory, so they don't share their territory with other pandas. Hence, they usually live in different rooms once they grow up. Regarding the “cage” thing, it's also for protecting the staff because, in theory, grown-up pandas could attack people. The caretakers clean the room, prepare food and do regular health checks for pandas.
That is Jinhu's dormitory, and Jinhu just wakes up and enjoy breakfast snacks feeding by nanny. He'll go to outside (i.e. go to work) later. Your sentence is more like saying someone is so poor to be chilling at home, and he should stay outside all the time.
