Since the VAT has to do with sales tax which is a source of revenue for the State, how about asking every governor to come up with what they think should be the appropriate sales tax in their own state so long as they will remit what is due the Federal government accordingly. With this option each state will have to be content with whatever they collect. Some states will decide to charge low sales tax based on other revenue sources while others will charge higher because lack of other revenue sources. I bet you the north will still complain because they will never be bold enough to charge very high sales tax in the states while other states will embrace high sales task for the revenue impact.
