It looks like he just beat it clean 5:01 he walks up and doesn't take any %, he is still at 33 It's very rare due to the invincibility, but I've seen getup attacks get beaten before, but not quite like that I initially thought it was an online glitch
I slowed it down and looked at it frame by frame, it looks like fox was on the other side of falcon's getup attack hitbox There's that part of fox ftilt where he squats down slightly, and then shifts forward slightly; he ducked under the hit bubbles and was on the other side a frame later
